The Polizei-Freiwilligen-Regiment 1 Kroatien was formed in November 1943 as Polizei-Freiwilligen-Regiment Kroatien and was given the number 1 in 1944. It included a few German officers and NCOs but was mainly made up of Croatian volksdeutsche.

This unit took part in anti-partisan operations in Croatia.
