Organization of the NSDAP
The highest level (apart of the Führer himself of course) was the Reichsleitung which was subordinated only to the Führer. The Reichsleitung included departments of organization, education, personnel, finance, propaganda, and jurisdiction (all these were merged with the respective posts in the government in 1933). The Reichsleitung also included sections for foreign policy, foreign press party censorships, party archives, colonial policy, the Reichstag nazi faction, and the department of Führer´s representatives for the control of Political and Ideological education of the Party. The next level was the Gau (district) which was led by the local Gauleiter and his staff. The number of Gaue in Germany and the occupied territories were 43 in 1943. Each Gau were divided into several Kreise (led by the local Kreisleiter). The total number of Kreise were 920 in 1943. Each Kreis was divided into several Ortsgruppen (led by a Ortsgruppenleiter). The Ortsgruppe were the basic unit of the NSDAP and had (at least) fifteen members. The 30.601 Ortsgruppen the divided into Zellen (led by a Zellenleiter) and the 121.406 Zellen were divided into 539.774 block (led by a Blockleiter). The Blockleiter was responsible for 40 to 60 Households and kept an index (Haushaltskarten) about them all, assessing their attitudes to the Party and the State.
