The 703. Infanterie-Division was formed in the Netherlands on 22 March 1945 as a cover name for the troops – including 10. and 24. Schiffs-Stamm-Abteilungen of the Kriegsmarine and Turkestanisches Infanterie-Bataillon 787 – manning the sector of Festung Ijmuiden. The division commander also served as the Festungs-Kommandant Ijmuiden.
