The General z.b.V. I was formed on 8 March 1940 in Nürnberg, WK XIII, as an instruction staff. The staff was mobilized on 2 June 1940 and transferred to southern Belgium. Since 20 June 1940 it was subordinated to the preliminary military administration in France. The task of this staff was to organize and to survey the instruction of the Landesschützen-Bataillone which had arrived already in France for occupation service. According to its destination to serve under HGr. Nord in Russia the staff was redesignated into Stab Befehlshaber rückwärtiges Heeresgebiet 101 on 15 March 1941.
